This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Prescribed Fire and Fuels Specialist--High Complexity. This position requires the following qualifications - Currency Not Required:
Prescribed Burn Boss Type 2 (RXB2) AND Incident Command Type 3 (ICT3) or Task Force Leader (TFLD) or Helibase Manager (HEBM) 90 Day Prior Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire:
Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:
Fire Program Management:
Developing, reviewing and evaluating fire management plans for ecological soundness, or consistency with land management goals and/or potentially adverse impacts to cultural and natural resources; Conducting field inspections before and after prescribed or wildfires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and analyzing the ecological role of fire and its use and/or exclusion, and smoke management. Prescribed fire/fuels Management:
Professional forest or range inventory methods and procedures (e.g., Brown's planar intercepts for dead and down fuels; live fuel loading assessments); - Analysis of fuel loadings and determination of appropriate fuel treatment methods (i.e. prescribed fire, mechanical, chemical, or biological treatments); - Land use planning and environmental compliance; - Evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if fire containment is not obtained. Fire Management Operations:
Experience in analyzing and/or applying fire management strategies in at least five of the following activities:
- Mobilization and/or dispatch coordination - Fire prevention and education - Training - Logistics - Equipment development and deployment - Fire communication systems - Suppression and preparedness - Aviation -OR- Education:
Related Ph.D. or equivalent doctoral degree or 3 academic years of progressively higher level graduate education leading to a related Ph.D. degree. - OR- Combination of Education and
Experience:
You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Physical Demands:
The work requires the ability to travel into the backcountry or front country on foot or by stock under a wide variety of climatic conditions and elevations. Also requires the ability to travel over extremely rough terrain during fire management operations. At times, travel by light fixed-wing aircraft or helicopter is required. Work Environment:
The work is normally performed in an office setting; however, field visits to District/Field Office, wildfire management treatment, and prescribed burn sites are common. These field visits result in exposure to temperatures in excess of 120 degrees, dusty and smoky condition high noise levels associated with helicopters and crawler tractor type equipment. Flying in small aircraft is common. You must adhere to all safety rules and regulations as prescribed in manuals and supplements or by the designated Safety Officer. There is regular and recurring exposure to moderate risk and discomforts such as high temperatures, adverse fire weather conditions. The use of personal protection clothing, equipment, and gear (i.e., Nomex, flight helmet, etc.) is common.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
